The Government Affairs Committee serves as the Chamber’s front line in shaping a business-friendly climate across Palm Beach County. By monitoring local, state, and federal legislation, the committee ensures that our members are informed, prepared, and represented. This committee also plays a vital role during election cycles. Through careful review and discussion, the committee provides guidance and recommendations to help members make informed choices at the ballot box.

Joe Chase
Joe Chase is a shareholder and business and corporate attorney with the Gunster law firm. In addition to assisting clients with their day-to-day business law needs, Joe has handled numerous complex business transactions, including mergers and acquisitions. He is the chair-elect of the Chamber of Commerce of the Palm Beaches. He also serves on the board of governors of the Historical Society of Palm Beach County and the board of directors of the YMCA of the Palm Beaches. Joe was previously with Kirkland & Ellis LLP in Chicago, Illinois and is a graduate of Harvard University and Vanderbilt University Law School. At Vanderbilt, he served as Editor-in-Chief of the Vanderbilt Law Review. Joe lives in a historic home in West Palm Beach's El Cid neighborhood with his wife, Alex, and their son, Joe, Jr.

Dana Herst
Dana Collier Herst, Esq., a West Palm Beach native, practiced law in Palm Beach County for 22 years, serving as a Prosecutor in the Palm Beach County State Attorney’s Office and as an Assistant City Attorney for West Palm Beach. A passionate community activist, she transitioned from law to nonprofit work, while staying active with the Florida and Palm Beach County Bar Associations.
Dana has been deeply involved in civic and professional organizations, serving on the Palm Beach School District’s School Advisory Council for nine years and as President of the Dreher Park Neighborhood Association since 2016. She also participated in Leadership West Palm Beach (2017), Leadership Palm Beach County Focus (2023), and Engage (2024).
Dana resides in the Dreher Park neighborhood with her husband, David, their two sons, Joshua and Caden, and their two cherished Doxie rescues.

Hertz has been with Nelson Mullins for more than 40 years. He is a past chair and current trustee of The Chamber. Hertz is also incoming chair of the Economic Council of Palm Beach County, one of the premier business organizations in Palm Beach County.

Jimmy Johnson is Shareholder and Director of Investment Operations at Blue Ocean Capital, where he leads investment operations with a client-first approach. With 20+ years of experience in wealth management and public accounting, he serves high-net-worth individuals and families through portfolio management, family office services, and financial planning.
A CPA, CFP®, and CFS®, Jimmy combines technical expertise with relational trust to help clients feel empowered and valued. Before joining Blue Ocean Capital, he worked at Nowlen, Holt & Miner, P.A., and earned his B.S. in Accounting and Applied Finance from PBA University.
Jimmy is Chairman and Trustee of The Chamber, a member of the Rotary Club of West Palm Beach, and a supporter of the Fellowship of Christian Athletes. He lives in Royal Palm Beach with his wife, Robin, and their two children.

Rex Kirby is President of Verdex Construction, a company recognized by the South Florida Business Journal as Start Up Business of the Year in 2017. Prior to starting Verdex, he was President of Suffolk Construction in South Florida. He is a past Chairman of the Business Development Board of Palm Beach County and member of the Executive Committee and Board of Directors of the Economic Council of Palm Beach County. Rex graduated with a B.S. in engineering from the University of Florida. He currently serves on the Board of Directors of the Associated General Contractors.

Gary S. Lesser served as the 74th President of The Florida Bar and is Managing Partner of Lesser, Landy, Smith & Siegel, PLLC, a third-generation law firm with nearly a century of experience successfully fighting for injured clients and their families across Florida. Gary’s grandfather, Joseph Lesser, founded the firm in 1927, and Gary has continued the Firm’s tradition of community involvement. He serves as Founding President of the Jewish Lawyers Association of PBC, Board of Trustees of the Florida Supreme Court Historical Society, Executive Board of the Palm Beach North Chamber, Board of Directors of The Legal Aid Society of PBC, Jewish Federation of PBC, Forum Club of the Palm Beaches, the Economic Council of PBC, and Young Singers of the Palm Beaches.

Sergio Piedra is Director, Community Engagement & Advocacy for Discover The Palm Beaches.
A 23-year veteran of the organization, he started in the public relations department. Then, worked with travel agents, airlines, and tour operators. Followed by website and collateral content development. He’s now advocating for tourism at all levels of government and throughout the community. Plus, leading the Storm Emergency Team during hurricane season.
Previously, he served in the West Palm Beach mayor’s office, specializing in events. He also spent time as a journalist with the Columbia Missourian and Sun-Sentinel. Sergio is a graduate of the University of Missouri.
Robert Rennebaum P.E.
Rob Rennebaum is the President of Simmons and White, Inc., a West Palm Beach engineering firm performing civil and traffic engineering services. He and his partners Tad Rowe, Greg Bolen, Kyle Duncan and their staff provide land development consulting to both private and public sector clients. A graduate of The Citadel, The Military College of South Carolina, Rennebaum is a registered professional engineer in the states of Florida, North Carolina and South Carolina and is a US Green Building Council LEED Accredited Professional. He served on the North Palm Beach Planning and Zoning Commission, and as Councilman and Mayor Pro Tem. Rennebaum currently serves as a Trustee of the Chamber of Commerce of the Palm Beaches.

Keith Spina, senior partner of GliddenSpina + Partners, joined the firm in 1991 and was named partner in 1995. Over the past two-plus decades, he has served as principal for a wide range of significant GS&P projects. As an architect, designer and firm administrator, Spina provides clients continuity from the initial contact throughout the design and development process, earning an exceptional reputation for his ability to build relationships that are both enduring and extend beyond the typical capacity. A LEED-accredited professional, Spina’s commitment to innovation and sustainability leads the firm’s pledge to provide design solutions which honor the environment and the quality of life for the people who use it. Furthermore, his approachable people and leadership skills consistently produce collaborative teams; inspired, award-winning projects; and excellent and enduring client relationships.
Brad Swanson
Brad Swanson is a government affairs and public policy executive supporting AT&T’s External Affairs engagement across Palm Beach County and Southwest Florida, including Hendry, Lee, and Collier Counties. He works closely with county leadership, municipal officials, public safety agencies, and community stakeholders to support communications infrastructure deployment, permitting coordination, emergency preparedness, and resilient connectivity before, during, and after major storm events.
Brad previously served as President and CEO of Florida Internet & Television (FIT), where he led state and local advocacy efforts on behalf of the telecommunications industry. In that role, he worked directly with county administrators, municipal leaders, planning staff, and elected officials on issues including right-of-way access, permitting processes, infrastructure resilience, and broadband expansion. His work emphasized practical coordination between local governments and communications providers to support growth, connectivity, and community needs.
Brad’s background also includes senior statewide infrastructure leadership, having served as Executive Director of the Florida Transportation Commission. There, he supported oversight of the Florida Department of Transportation’s multibillion-dollar infrastructure program and worked with local governments on transportation planning, logistics corridors, ports, aviation, and emerging technologies—experience that continues to inform his approach to infrastructure coordination at the local level.
In addition, Brad supported local government public safety initiatives through his work with American Traffic Solutions, partnering with municipal and county law enforcement agencies to improve roadway safety and reduce intersection accidents. Through this work, he developed strong relationships with law enforcement leaders, emergency managers, and first responders across Florida. That experience has remained directly relevant to his telecommunications work, particularly in supporting emergency communications, hurricane response, and coordination with county Emergency Operations Centers.
Brad is also the founder of Quantum State Strategies, where he previously advised organizations on government affairs and stakeholder engagement, and now serves as a board member, providing strategic oversight informed by decades of experience working with Florida’s state and local governments.
Brian Terry
Brian Terry is a professional landscape architect (PLA) with over 22 years of design and consulting experience. He received his Bachelor of Science (BS) in Landscape Architecture at the University of Kentucky, and has worked across all major sectors including residential, commercial, industrial, civic, education, government and healthcare, providing expertise within the development industry.
Brian has built a solid reputation for helping his clients through the design and construction of complicated land development and planning projects. His specialties include master planning, site development, land use and zoning representation as well as project management.
Stacie Townsend
Stacie Townsend is an attorney in the firm’s Corporate and Technology & Entrepreneurial Companies practice groups. Stacie focuses her practice on mergers and acquisitions and other complex business transactions. Stacie also provides general strategic advice to businesses on a wide array of general corporate matters. Stacie graduated at the top of her class from the University of Iowa College of Law in 2014. Prior to her legal career, Stacie was the starting pitcher for the Great Britain National Softball Team.
